It's the fisherman's dilemma. If everyone is overfishing the lake, regardless of what you do, the lake is going to get overfished. So you might as well overfish too and get something out of it.

It's game theory, the only way out is if everyone agrees simultaneously not to overfish--if everyone is working as an individual actor the lake will get overfished for sure.
